According to the Florida Supercon website, James will not appear due to a schedule conflict. He will be working on the crew of the new Harry Potter movie. So, Ms. Tena agreed to come in his place. But Oliver Phelps still plans to attend the convention.

Also, another Harry Potter actor will be there. His name is David Decio. He is known as a 6th form Hogwarts student. He has been a stand-in/double for Rupert Grint (Ron Weasley). He was also a “Young Peter Pettigrew” stand-in/double on Harry Potter and the Order of the Phoenix.
